Das Thema "Kultur" gewinnt in der internationalen entwicklungspolitischen Diskussion an Bedeutung. Seit 1994 fördert die OEZA die Kulturarbeit in Uganda. VIDC begleitet das vorliegende Projekt schon seit 1992. Aus der Initiative NDERE hat sich ein landesweites Netzwerk von rund 1300 Entwicklungstheater-Gruppen entwickelt, die über die Ugandan Development Theatre Association (UDTA) vernetzt und koordiniert sind. Am Stadtrand vom Kampala wird ein Kulturzentrum betrieben.


Ziele und Zielgruppe:

Das Entwicklungs- und Bildungstheater ist ein wichtiges Medium zur Vermittlung von Inhalten von essentieller Bedeutung: Konfliktbewältigung, Friedensicherung, soziale Kompetenz, Demokratisierung, Teilnahme am öffentlichen Leben, Wertschätzung der eigenen Kultur, Kenntnisse in der Landwirtschaft, Frauenemanzipation etc. Dabei werden - wie bei keinem anderen Medium - Bewohner der ländlichen Gebiete und auch Randgruppen erreicht.


Herausforderungen und Aktivitäten:

In der Phase VI des Projektes wird die Professionalisierung der Administration des Kulturzentrums sowie die programmorientierte Projektentwicklungen angestrebt:

- Kapazitätsbildung bei lokalen UDTA-Gruppen (künstlerische Arbeit, Projektarbeit)

- Abhaltung eines Festivals zum Thema Frieden und Konfliktbewältigung

- Fortsetzung des Kapazitätsaufbaus hinsichtlich Kulturmanagement im Kulturzentrum

- Verbreiterung der finanziellen Basis (Mobilisierung öffentlicher und privater Ressourcen)

- Sicherung der entwicklungspolitischen Relevanz der Zentrums-Aktivitäten (versus Kommerzialisierung aufgrund des ökonomischen Druckes)

- Netzwerkbildung im regionalen Kontext, Etablierung des Zentrums als regionale Plattform für Kultur & Entwicklung mit Fokus auf das Thema Friede und Konfliktbewältigung

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
