Overall goal


Über 80% der Bevölkerung Burkina Fasos lebt im ländlichen Raum und ist direkt von landwirtschaftlicher Produktion und damit von natürlichen Ressourcen abhängig. Daher kommt einer umfassenden Strategie für Ländliche Entwicklung hohe Bedeutung zu.


Dem ständigen Sekretariat für die Koordinierung der landwirtschaftlichen Sektorpolitiken (Secretariat Permanent pour la Coordination des Politiques Sectorielles Agricoles, SP/CPSA) kommt die Aufgabe zu, die Strategien mehrerer beteiligter Ministerien - des Ministeriums für Landwirtschaft, Wasserwirtschaft und Fischerei, des Ministeriums für Viehhaltung und des Ministeriums für Umwelt und Lebensgrundlagen - aufeinander abzustimmen. Dies soll nun in ein allumfassendes Nationales Programm für den ländlichen Sektor (Programme Nationale du Secteur Rural, PNSR) münden, welches die Aktivitäten aller drei Ministerien umfasst.


Die Erarbeitung dieses nationalen Programms soll von der Partnerregierung und von im Sektor aktiven Gebern gemeinsam finanziert werden. Dänemark, Deutschland und Österreich wollen den Prozess durch einen Basket Fund unterstützen, der genau definierte Aktivitäten der Programmerarbeitung finanziert (strukturelle Analysen, Definition von Zuständigkeiten und Entscheidungskompetenzen, Aufbau eines Monitoringssystems, Erarbeitung von regionalen Aktionsplänen, eine Strategische Umwelt- und Genderprüfung, kapazitätsbildende Maßnahmen, etc.).


Ziel dieses Vorhabens ist somit das Vorliegen eines ausgearbeiteten Sektorprogramms und das Bestehen der notwendigen Kapazitäten und Strukturen zu dessen Umsetzung und Monitoring. Für die Umsetzung verantwortlich ist unter Einbindung der drei Fachministerien und des Finanzministeriums das SP/CPSA.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
