Overall goal


Die Österreichische Entwicklungszusammenarbeit hat in den letzten Jahren verschiedene Initiativen im Gesundheitssektor der Autonomen Atlantikregion Nord (RAAN) sowohl mittels fachlicher Beratung als auch mit Finanzmitteln unterstützt. Das aktuelle Vorhaben basiert auf dem autonomen Gesundheitsmodell, das seit 2002 im nationalen Gesundheitsgesetz verankert ist und 2004 in die Strategien der nationalen Gesundheitspolitik für den Zeitraum 2004 bis 2015 integriert wurde.


Die im Rahmen des Vorhabens durchgeführten Aktivitäten haben die Stärkung und Umsetzung des autonomen Gesundheitsmodells (Modelo de Salud Autónomo) in der RAAN sowie die Prävention von HIV/AIDS in der gesamten Atlantikregion Nicaraguas zum Ziel. Modelle der kommunalen Gesundheitsarbeit in den Dörfern am Oberlauf des Río Prinzapolka und dem Gebiet des Unterlaufes des Río Coco, im Gebiet Mayangna Sauni As des Gemeindebezirks Bonanza und in Waslala werden unterstützt.

Außerdem wird die Entwicklung von Fachkenntnissen des Gesundheitspersonals der RAAN und die Organisationsentwicklung der regionalen Gesundheitsstrukturen gefördert. Die erwähnten Aktionen werden durch die Stärkung der zuständigen Instanzen für Gesundheitsarbeit des Autonomen Regionalparlaments, dessen Gesundheitskommission in dieser neuen Projektphase direkt die Verantwortung für eine dezentralisierte Verwaltung im Gesundheitsbereich übernimmt, und der Unterstützung des Gesundheitsministeriums auf nationaler Ebene zur Stärkung der regionalen Kapazitäten und Schaffung einer Organisation vervollständigt. Initiativen zum Kampf gegen HIV/AIDS in beiden nicaraguanischen Karibikregionen (RAAN und RAAS) ergänzen die Maßnahmen.

Die Projektdurchführung erfolgt innerhalb eines interessanten, vielfältigen Netzwerks von Akteuren der öffentlichen Verwaltung und Organisationen der Zivilgesellschaft.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
