Overall goal


Das im Jahr 2000 gegründete Europäische Trainings- und Forschungszentrum für Menschenrechte und Demokratie (ETC) hat für das BMAA 2002/2003 ein Manual on Human Rights Education mit dem Titel "Understanding Human Rights" erarbeitet, das im Rahmen des HSN-Netzwerkes zum Einsatz kommen soll. Es ist als konkretes Ergebnis des österreichischen Vorsitzes des Netzwerkes für menschliche Sicherheit entstanden, der damit die öst. Priorität der Menschenrechtsbildung erfolgreich als Ziel und Aufgabe des Netzwerkes verankern konnte. Ein Hauptanliegen ist nun der Einsatz des Manuals in der Praxis der Menschenrechtsbildung weltweit.

Vorliegendes Projekt ist auf Capacity-Building im Bereich der Menschenrechtsbildung bei den Partnerinstitutionen ausgerichtet und setzt sich aus drei Teilprojekten zusammen:

- Curriculumentwicklung und Training der Menschenrechte in Südosteuropa: Ziel ist das Capacity-Building im Bereich der Menschenrechtsbildung in Südosteuropa auf Grundlage des Manuals. Die besten Methoden zum Einsatz des Manuals sollen anhand mehrerer Train-the-Trainers-Workshops vermittelt werden. Im Projektzeitraum sind zwei regionale Trainingsworkshops geplant: in Montenegro vom 30. Sept. bis 3. Okt.2004 und in Prishtina im Febr 2005.

- Teilfinanzierung der jährlichen Internationalen Sommerakademie über "Menschenrechte und Menschliche Sicherheit" am ETC Graz (Aug./Sept. 2004): Ein Ziel der Sommerakademie ist die Einführung des Manuals on Human Rights Education im Zusammenhang mit dem Studium der menschlichen Sicherheit. Schwerpunkt der ETC-Sommerakademie 2004 liegt auf dem Thema von Menschlicher Sicherheit in Postkonfliktsituationen.

- Weiterentwicklung von Lehrmaterialien, Entwicklung von Materialien für Fernlernen und Netzwerkentwicklung und -betreuung: Ausarbeitung von Zusatzmaterialien und von speziellen modulbegleitenden Lehrmaterialien sowie von Kursanleitungen für die einzelnen Module. Laufende Aktualisierung des Manuals, Aufbau einer Datenbank und eines Netzwerkes.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
