Overall goal


Die letzte Teilrepublik Jugoslawiens wurde am 21. Mai 2006 zum neuen Staat in Europa und somit zum jüngsten Staat der Welt. Mit hauchdünner Mehrheit hat sich Montenegro durch ein Referendum vom Staatenbund mit Serbien gelöst. Ein ehestmöglicher Beitritt zur Europäischen Union wird angestrebt.

Durch Übermittlung von österreichischem, hochqualitativem Know-how Transfer soll die Politikwissenschaftliche Fakultät in Podgorica europäische Wissens- und Qualitätsstandardserreichen, wodurch in weiterer Folge Studierende und politische Fachkräfte das notwendige Wissen erlangen, um auf die Heranführung der Verwaltungs- und Regierungsebenen von Montenegro an die EU-Strukturen und einen angestrebten EU-Beitritt vorbereitet und geschult zu werden. Das Institut der Politikwissenschaften in Wien mit seinem renommierten Universitätspersonal zählt zu den besten Universitätsinstitutionen in Europa und ist demzufolge ein hervorragend geeigneter Partner, Montenegro im bevorstehenden Demokratisierungs- und Modernisierungsprozess bzw. bei allen Reformumsetzungen, welche dieser kleine Staat auf dem Weg in die EU zu bewältigen hat, zu unterstützen. Durch Vortragsreihen, Schulungen, Seminare, Austauschprogramme, Internships, Tagungen, Entwicklung von neuen Studien-Curricula und Studienplänen, gegenseitigen Aufenthalten der Studierenden und der Vortragenden bzw. des Lehrpersonals soll ua eine enge Kooperation zwischen der montenegrinischen Fakultät und dem Wiener politikwissenschaftlichen Institut zustande kommen und gefördert werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
