Die Österreichische Entwicklungszusammenarbeit (OEZA) engagiert sich seit Jahrzehnten in Bereich der Handwerksförderung in Burkina Faso. Neben der direkten Förderung von HandwerkerInnenverbänden an der Basis bekommt dabei die Zusammenarbeit mit dem zuständigen Ministerium für Industrie, Handel und Handwerk (MICA, Ministère de l'Industrie, du Commerce et de l'Artisanat) immer mehr Bedeutung.

Bisher wurde dem Thema Handwerksförderung im Fachministerium jedoch eine untergeordnete Rolle zugeordnet. Eine umfassende nationale Strategie zur Handwerksförderung existiert noch nicht. Nachdem das Fachministerium nunmehr die Notwendigkeit einer solchen nationalen Strategie erkannte, wurden die wichtigsten Geberländer in diesem Sektor (Schweiz und Österreich) gebeten, die Erarbeitung einer solchen Strategie fachlich und finanziell zu unterstützen.

In einem ersten Schritt soll ein technischer Assistent zusammen mit den MitarbeiterInnen des Ministeriums einen Fahrplan für die Strategieentwicklung erarbeiten. Die Schweizer Entwicklungszusammenarbeit stellt diesen technischen Assistenten zur Verfügung, die OEZA beteiligt sich mit dem gegenständlichen Vertrag in Form einer delegierten Kooperation an die Schweizer Agentur DEZA an den Kosten.

In weiteren Schritten sollen auf Grundlage des im Rahmen dieser Finanzierung erarbeiteten Fahrplans die tatsächliche Strategieentwicklung und schlussendlich die Umsetzung der Nationalen Strategie unterstützt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
