Overall goal


Gegenständliches Vorhaben basiert auf konkreten Bedürfnissen des serbischen Bildungssystems und der Notwendigkeit eine sozial ausgewogene, nachhaltige wirtschaftliche Entwicklung Serbiens zu fördern, um die hohe Arbeitslosigkeit und die damit verbundenen sozialen Probleme (Armut) zu bekämpfen.Eines der Hauptprobleme im höheren Bildungswesen Serbiens besteht in der Veralterung der Lehrpläne. Um mangelndem Praxisbezug und mangelnder Arbeitsmarktrelevanz, unzureichender Qualitätssicherung und geringer internationaler Relevanz der Studieninhalte wie auch der Forschung entgegenzuwirken, setzt sich das Vorhaben folgende Ziele:

" Die weitere Entwicklung und Modernisierung der höheren Bildung in Serbien im Einklang mit europäischen Standards (Bologna Prozess)

" Die Etablierung einer arbeitsmarktorientierten und beruflich anwendbaren höheren Bildung in Serbien

" Der Beitrag zur wirtschaftlichen und sozialen Entwicklung Montenegros durch Förderung von Beschäftigung und Gnererierung von Einkommen (Armutsbekämpfung) sowie

" Die Förderung der Wettbewerbsfähigkeit des Wirtschaftsstandortes Serbien

Um diese Ziele zu erreichen, sieht das Projekt folgende Maßnahmen vor:

" Arbeitsmarktorientiertes Curriculum Projekt - Labor Market Oriented Curriculum Project (LMOCP). Das Ziel dieses Projekts ist die Entwicklung maßgeschneiderter Curricula durch Unterstützung ausgewählter arbeitsmarktrelevanter Lehrstühle an serbischen Universitäten

" Brain Gain Program: Internationalisierung der höheren Bildung Serbiens durch Gastvorträge emigrierter Dozenten

" Projekt zur Qualitätssicherung - Quality Assurance Project (QAP) an serbischen Universitäten

" Projekt zur Förderung der institutionellen bilateralen Zusammenarbeit zwischen den österreichischen und serbischen Institutionen im Bereich der höheren Bildung

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
