Overall goal


Ohne Zugang zu leistbaren und verlässlichen Energiedienstleistungen können Entwicklungsländer die Entwicklungs- und Armutsminderungsziele nicht erreichen. Gleichzeitig müssen vor dem Hintergrund der Klimaerwärmung treibhausgasemissionsarme Alternativen zur Energieversorgung weiterentwickelt und gefördert werden. Die OEZA unterstützt ihre Partnerländer dabei, die damit verbundenen Herausforderungen zur meistern. In der Leitlinie "Energie für nachhaltige Entwicklung" hat die OEZA die Grundpfeiler ihrer Energiepolitik festgelegt.


Zur Unterstützung der Partner und Umsetzung der Leitlinie gehört die Bereitstellung ausreichender beratender, externer Fachexpertise im Energiesektor. Die OEZA will mit diesem Projekt ihre Kompetenz auf politischer, programm- und projektbezogener Ebene im Energiesektor erhöhen und zur Weiterentwicklung von strategischen Ansätzen und Instrumenten der Entwicklungszusammenarbeit innerhalb der EU und international beitragen.


Das Projekt umfasst insgesamt 3 Bereiche: 1) Beratung in der Politik- und Strategieentwicklung der OEZA sowie Einbringen von Fachexpertise zur Stärkung der Wirksamkeit der internationalen Zusammenarbeit; 2) operative Beratung der ADA bei der Planung, Durchführung und dem Monitoring von Programmen und Projekten; 3) Punktuelle Unterstützung der Partnerländer und Partnerorganisationen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
