Overall goal


Menschenhandel und illegale Migration aus Südosteuropa (SOE), sei es als Herkunfts- oder Transitregion, stellt für Österreich, die EU und für die betroffenen Länder Südosteuropas ein großes Problemfeld mit immensen Folgekosten dar. Mit dem vorliegenden Mehrjahresprogramm, implementiert durch die Experten des Bundeskriminalamtes (BKA), wird ein regionaler Ansatz verfolgt, mit dem Ziel in den Schwerpunktländer der OEZA (Albanien, Bosnien & Herzegowina, Bulgarien Kroatien, Moldau, Mazedonien, Serbien&Montenegro inkl. Kosovo, Rumänien) eigene effiziente Strukturen zur Bekämpfung des Menschenhandels und der illegalen Migration aufzubauen.

Ziel des Vorhabens ist die Stärkung der Polizeibehörden in den Schwerpunktländern der OZA in Südosteuropa (Sicherheitsgürtel) sowie die engere Kooperation, damit verbunden soll auch eine Verringerung der Steigerungsrate von OK-Kriminalfällen in SOE verzeichnet werden.

U.a werden folgende Module während des Projekts implementiert: Strategische Fallanalysen im Bereich der Schlepperei; Zusammenhänge zwischen Organisierter Kriminalität und Schlepperei, Opferschutz, Menschenhandel, Illegale Migration, Zeugenschutz, Opferschutz, Krisen- und Einsatzmanagement.

Die Österreichische Ostzusammenarbeit (OZA) führt seit dem Jahr 2000 Projektmaßnahmen zur Bekämpfung des Menschenhandel in Südosteuropa durch. Die Länder SOEs stellen sich offiziell gegen Menschenhandel und Schlepperei. Die Effizienz dieser Maßnahmen auch im Kontext der regionalen Vernetzung und Kooperation soll durch vorliegendes Programm gesteigert werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
