Der OECD wird ein freiwilliger Beitrag von EUR 178.068,-- zur Verfügung gestellt, mit dem sie die Errichtung eines 'Investment Compact'-Büros finanziert. Das Büro wird beim dem kroatischen Wirtschaftsministerium angegliedert sein und sowohl für Kroatien und vor allem auch für Bosnien und Herzegowina zuständig sein. Dieses mit einem kroatischen Experten besetzte Büro wird in Zusammenarbeit mit den kroatischen und bosnischen Behörden die Umsetzung der im Rahmen des 'Investment Compact' erarbeiteten Empfehlungen zur Verbesserung der Rahmenbedingungen für Direktinvestitionen in Kroatien und Bosnien und Herzegowina fördern. Um die Ziele des Investment Compacts besser erreichen zu können, wurde der Investment Reform Index (IRI) eingeführt, der einen Überblick über die Fortschritte der einzelnen Länder in Bezug auf Investitionsklimareformen gibt und eine in dieser Form einmalige vergleichende Bestandsaufnahme der wirtschaftspolitischen und legislativen Rahmenbedingungen für Investitionen in der Region ist.

Im Rahmen der Tätigkeiten des Büros für Kroatien und Bosnien und Herzegowina wird die Mitarbeit an der nächsten Version des IRI verstärkt, und vor allem werden große Fortschritte der beiden Länder in Bezug auf die Erreichung der Indikatoren erwartet.Durch diesen Beitrag wird eine mehrjährige, erfolgreiche Zusammenarbeit Österreichs mit dem 'Investment Compact' der OECD fortgesetzt, der sich um die Verbesserung der Bedingungen für Direktinvestitionen in Südosteuropa bemüht. Das kroatische Wirtschaftsministerium beteiligt sich durch die Zurverfügungstellung entsprechender Räumlichkeiten im Ministerium an dem Vorhaben.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
