Overall goal


Die Austrian Development Agency finanziert die Reise- bzw. Unterbringungskosten von einem oder zwei zentralasiatischen Experten, welche an der Sub-Regionalen Wirtschaftskonferenz in Astana vom 25. bis 27. Mai 2005 teilnehmen sollen, mit einem Betrag von max. Euro 3.000,- und möchte in dieser Form einen positiven Beitrag zum Gelingen dieser Konferenz leisten.


Die ADA stützt sich bei diesem Projekt auf das am 08.02.2005 vom BMaA, Sektion II.5 übermittelte Schreiben von Botschafter Dr. Wolfgang Petritsch (ÖV Genf bei den Vereinten Nationen), in welchem die Teilnahme eines kaukasischen oder zentralalasiatischen Teilnehmers an der 60.UNECE Tagung in Genf ausrücklich gewünscht wird. Aus organisatorischen Gründen konnte die ÖV keine zentralasiatischen Teilnehmer für die UNECE Tagung in Genf nominieren, auf Ersuchen von Botschafter Dr.Petritsch (Schreiben vom 4.März 2005 an Botschafter Dr. Linhart) bei den Verinten Nationen in Genf soll der Förderbetrag von ¿ 3000 (gebunden für die UNECE Tagung in Genf) für die Teilnahme von zwei zentralasiatischen (vorzugsweise vom BMAA präferiert: tadschikischen) Experten an der Sub-Regionalen Wirtschaftskonferenz in Astana umgewidmet werden.


Aus entwicklungspolitischer Sicht ist von Seiten der ADA die Teilnahme zentralasiatischer Experten an der Konferenz in Astana wünschenswert, da dies einen Impuls zur Heranführung dieser Länder an multilaterale Institutionen im Wirtschaftsbereich geben soll und diesbezüglich in diesen Ländern Strukturen und Know-how entstehen, die entwicklungspolitisch relevant sind.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
