Overall goal


Das Projekt fördert - in Hinblick auf die Schaffung eines europ. Hochschulraums - den Aufbau von Humanressourcen, die überregionale Kooperation und Vernetzung sowie die Lehrplanentwicklung hinsichtlich der Kriterien der Bologna Deklaration an der Universität Prishtina.


Die Programme setzen (bottom-up Prinzip) v.a. auf der Fakultätsebene und auf Ebene der Institute an. Der operative Charakter der Programme erleichtert den Zugang zur Zielgruppe und die Durchführung der Maßnahmen, mittelbar haben diese Programmschienen aber strategische Auswirkungen.

Das Course Development Program (CDP+) zielt auf die Schaffung von methodisch wie inhaltlich innovativen Lehrveranstaltungen und wirkt auf die Lehrplanentwicklung der geförderten Fakultäten und Institute. Ein Fonds für wissenschaftliche Literatur ermöglicht den Zugang zu aktuellen Publikationen, zudem entstehen Kooperationen mit Unis aus dem EU-Raum. Weiters steht ein Budget für erforderliche Infrastruktur zur Verfügung.


Das Brain Gain Programms (BGP) gibt in Form von kurzfristigen Lehraufenthalten (1-3 Wochen) einen Anstoß für weiterführende Kooperationen zwischen der akademischen Diaspora aus SOE und den Unis ihrer Heimatländer. Auch werden Aufenthalte österr. Universitätslehrender gefördert.


Bei der Balkan Case Challenge (BCC) handelt es sich um einen praxisnahen Fallstudienwettbewerb für ausgezeichnete Studierende aus den Bereichen Wirtschaftswissenschaften, Recht und IKT. Durch die Teilnahme von Firmen gibt es eine Schnittstelle mit der Wirtschaft, wobei der Aspekt der Kontaktvermittlung im Rahmen der BCC hinkünftig noch verstärkt wird.


Das eLearning Programm zielt auf die Bereitstellung von Infrastruktur und Trainings für ein eLearning Zentrum zur Entwicklung von Inhalten, d.h. Unterstützung von Lehrveranstaltungen. Diese sollen als best-practice Beispiele für eine breitere Verwendung von eLearning dienen. In den Trainings wird dabei besonders auf den pädagogisch-didaktischen Aspekt geachtet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
