Overall goal


Nach dem Bürgerkrieg sieht sich die Bevölkerung Ruandas immer noch einer schwierigen Lebenssituation gegenüber. Das Internationale Rote Kreuz führt ein großangelegtes Programm Humanitärer Maßnahmen durch, die die Lebensbedingungen auf verschiedenen Ebenen verbessern und damit die gesellschaftliche Stabilität im Land stützen sollen, was zur Sicherung der nationalen Bewältigungs- und Restrukturierungsmaßnahmen beiträgt.


Konkret sollen mit dem österreichischen Beitrag folgende Aktivitäten finanziert werden:

- Verbesserung des Wasserversorgungssystems für rund 60.000 Menschen in den Regionen Kabarondo, Karaba, Gihogwe und Nyanza, inklusive Trainings für die nationalen Wasserbehörden

- Unterstützung lokaler Frauen- und Witwenvereinigungen durch die Lieferung von Ziegen und die Übernahme von Schulgeldern für rund 1000 Kinder

- Verbesserung der Haftbedingungen in nationalen Gefängnissen, durch Sicherung der medizinischen Grundversorgung, Aufklärung über Infektionskrankheiten (Tuberkulose, HIV/AIDS etc.) und eine technische Verbesserung des Wasser-/Abwassersystems in fünf Haftanstalten, sowie Programme zur besseren Nahrungsversorgung der Inhaftierten

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
