Overall goal


Das Integrated Planning Systems (IPS) Phase II ist ein Folgeprojekt von IPS I und hat zum Ziel, aufbauend auf den Ergebnissen von IPS I die Effizienz der albanischen Verwaltung zu verbessern und die Effektivität der öffentlichen Ausgaben zu erhöhen. Schwerpunkte der Aktivitäten sind:


- Unterstützen der strategischen Planungsaktivitäten der einzelnen Ministerien;

- Erhöhen der Budgeteffizienz und strategischen Zielorientierung.


Dadurch wird der mittelfristige Budgetprozess gestärkt sowie die nationale Prioritätensetzung und Politikformulierung verbessert. Zudem wird ein integraler Programmansatz gegenüber dem bisherigen Projektansatz forciert. Auch wird die Effektivität des Einsatzes der Gebergelder sowie transparente Budgetexekution durch die weitere Stärkung von integrierten Planungs-und Kontrollsystemen gesteigert.


Die ADA war seit Beginn der Gespräche 2004 an der Planung und Konzeption und Implementierung von des IPS I intensiv beteiligt und in der Ausarbeitung des Programmes IPS II involviert. Die albanischen Regierung ist sehr an der Realisierung des Projektes interessiert, weshalb für die Koordinierung und Umsetzung des IPS das zentrale DSDC (Department for Strategy and Donor Coordination) zuständig ist.


Die Finanzierung und Implementierung von IPS II wird wieder über den von der Weltbank administrierten Multi-Donor Trust Fund abgewickelt, der derzeit von 3 Ländern (Schweiz, Schweden und Österreich) gespeist wird, wobei von der EU ab 2014 zusätzliche Mittel in Aussicht gestellt wurden. Der Gesamtbeitrag der internationalen Gemeinschaft beläuft sich auf EUR 4-6 Millionen. Der Beitrag der OEZA zu diesem Trust Fund entspricht dem Geiste der Pariser Erklärung.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
