Overall goal


Das Integrated Planning Systems (IPS) ist ein umfassender Prozess mit dem Ziel, die Effizienz der albanischen Verwaltung zu verbessern und die Effektivität der öffentlichen Ausgaben zu erhöhen. Das IPS bildet den integrativen Rahmen, der existierende Planungsinstrumente und -abläufe zusammenfasst und aufeinander abstimmt, also auf existierenden Strukturen aufbaut und dadurch Verbesserungen von innen heraus bewirkt. V.a. sollen der mittelfristige Budgetprozess gestärkt sowie die Prioritätensetzung und Politikformulierung verbessert werden. In diesem Kontext werden derzeit 23 Sektor- u. 10 Querschnittsstrategien erstellt und die nationale Entwicklungsstrategie (NSDI) fortgeschrieben. Auch die Effektivität der Gebergelder wird gesteigert.


Das IPS wurde bereits 2005 nach langem und konstruktivem Dialog zwischen Regierung und Geberländern vom Ministerrat beschlossen. Die ADA war seit Beginn der Gespräche 2004 an der Planung und Konzeption des IPS beteiligt. In allen Phasen der Vorbereitung gab es starkes Ownership der albanischen Regierung, die den Prozess stets vorantrieb. Für die Koordinierung und Umsetzung des IPS ist das DSDC (Department for Strategy and Donor Coordination) zuständig.


Österreich war eines der ersten Länder, welches eine finanzielle Unterstützung in Aussicht stellte. Das Resultat ist ein multi-donor Trust Fund, der von ingesamt 6 Ländern (EU, NL, UK, IT, S) gespeist und von der Weltbank verwaltet wird. Der Gesamtbeitrag der internationalen Gemeinschaft beläuft sich auf EUR 7.19 Mio, die albanische Regierung wird durch in-kind Leistungen zur Umsetzung des IPS beitragen. Der Beitrag der OEZA zu diesem Trust Fund entspricht dem Geiste der Paris Declaration.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
