Overall goal


Basierend auf dem im August 2006 unterzeichneten Memorandum of Understanding zwischen den Bildungsministerien von Österreich und Albanien wird eine österreichische berufsbildende Schule für Informations- und Kommunikationstechnik (Schwerpunkt: Englisch) in Shkodra errichtet. Errichtung und Führung der Schule obliegt der "Österreichischen Schulstiftung in Tirana". Dadurch wird eine deutliche Verbesserung der Bildungssituation in Nordalbanien erreicht.


Die ADA finanziert als abgeschlossenes Teilprojekt das Niedrigenergiehauskonzept für das Schulgebäude (eine Kühl- und Heizungsanlage für erneuerbare alternative Energien einschließlich alle begleitenden Maßnahmen z.B. Isolierung der Gebäudehülle, Beschattungseinrichtungen, Einbau von energiesparenden Fenstern, Einbau von Elektrotechnik und Elektronik als energiesparende Steuerelemente, Umsetzung eines Konzepts zur Müllvermeidung und -trennung). Dies wird insgesamt, neben einer Vorbildwirkung für andere lokale Projekte, zu einer Verbesserung des Umweltbewusstseins in der Region führen. Bereits in der Vorbereitungsphase (das Energiekonzept wurde von der ADA unterstützt) war großes Interesse von Politik und Wirtschaft spürbar.


Nutznießer des Gesamtprojektes sind Jugend und Familien aus Shkodra und Umgebung, ggf. aus ganz Albanien und den Nachbarländern, sowie lokale und regionale Wirtschaftsunternehmen und ArbeitnehmerInnen.


Die Schule wird bis September 2007, dem Beginn des Schulbetriebes, errichtet sein. Die Nachhaltigkeit ist durch den Nutzungsvertrag, der eine Laufzeit von 99 Jahren mit Option auf Verlängerung hat, auch rechtlich abgesichert.


Der Standort Shkodra wurde aufgrund seiner historischen Nähe zu Österreich ausgewählt. Der Bedarf einer österreichischen Schule in dieser Region ist zudem aus zeitgenössischer, kultureller, bildungspolitischer und wirtschaftlicher Sicht gegeben.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
