Overall goal


Ggstdl. Projekt unterstützt die Regierung von Moldau in der Entwicklung eines Action/Investment Plans für den Wasser und Siedlungshygiene Sektor (WSS), der an das Medium Term Expenditure Framework (MTEF) des moldauischen Finanzministeriums geknüpft ist.

Dieser Action/Investment Plan soll der moldauischen Regierung helfen, mehr finanzielle Mittel für WSS zu lukrieren, die kontinuierliche Verschlechterung der moldauischen WSS Infrastruktur aufzuhalten und die diesbezüglichen Millennium Development Goals der Vereinten Nationen zu erreichen. Weiters dient das Projekt als Beitrag zum 2006 begonnen EU Water Initiative Policy Dialogue über die Finanzierung von WSS in Moldau.

Projektaktivitäten:

1. Erstellung eines Investment/Action Plans, der moldauische Strategien ergänzt bzw. deren Implementierung erleichtert.

2. Unterstützung von moldauischen offiziellen Stellen bei der Erstellung von Formularen und internen Prozeduren für Einreichungen zu MTEF und Jahresbudgets.

3. Unterstützung von moldauischen offiziellen Stellen bei der Erarbeitung von Indikatoren zur Überwachung des Investment/Action Plans.

4. Abhalten von regelmäßigen Treffen des EU Water Initiative Policy Dialogues während der Vorbereitung des Investment/Action Plans.

5. Zusammen mit relevanten moldauischen Vertretern wird der fertige Investment/Action Plan relevanten Geberinstitutionen vorgestellt.

6. Unterstützung von moldauischen Partnern bei der Erstellung und Aktualisierung einer Homepage über Moldaus Wassersektor.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
