Overall goal


Im Rahmen der bilateralen Kooperation zwischen Österreich und Burkina Faso wurde von österreichischer Seite zugesichert, dass die OEZA als langjähriger Partner und Gebervertreter im Sektor Berufsbildung in Burkina Faso die Umsetzung der 2008 verabschiedeten nationalen Sektorpolitik unterstützt. Als nächster Schritt ist die Ausarbeitung eines entsprechenden Aktionsplans vorgesehen, wobei sich dies u.a. auch wegen mangelnder Kenntnisse und Kapazitäten der verantwortlichen Akteure über Öffentliches Finanz- und Verwaltungswesen verzögert.

Vor diesem Hintergrund und in Abstimmung mit der Regierung Burkina Fasos und anderen Gebern organisiert die OEZA daher Anfang Oktober 2009 in Ouagadougou für alle im Berufsbildungssektor involvierten Regierungspartner und Geber ein Training zu "Public Finance Management" (PFM). Gleichzeitig soll in einem anschließenden Workshop die zukünftige Finanzierungsmodalität für den Sektor entworfen und beschlossen werden. Insbesondere soll gemeinsam die Möglichkeit der Sektorbudgethilfe analysiert und gegebenenfalls Alternativen ausfindig gemacht werden.

Das PFM-Training und der sektorielle Planungsworkshop werden von der OEZA im Rahmen ihrer Unterstützung zur Umsetzung der nationalen Sektorpolitik Berufsbildung finanziert und von Konsulenten der Firma ECORYS, die mehrjährige Erfahrung in Burkina Faso und der Region mitbringen, durchgeführt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
