Overall goal


Die Cellule d'Appui à la Formation Professionnelle (CAFP) wurde 1996 auf Initiative von vier Handwerksprojekten - darunter das von Österreich finanzierte PERCOMM - gegründet. Diese Projekte sahen sich alle mit dem Problem konfrontiert, daß es in Burkina Faso keine formale Handwerkerlehre mit einheitlichem Lehrplan und anerkanntem Abschluß gibt. Es liegt ausschließlich im Ermessen des jeweiligen Handwerksbetriebes und Lehrherren, welche und wieviel Ausbildung die Lehrlinge erhalten. Das Qualifikationsniveau der Handwerker in Burkina Faso ist entsprechend niedrig. Die CAFP hat es sich zur Aufgabe gemacht, eine einheitliche und anerkannte Handwerksausbildung (angelehnt an das Modell der dualen Lehrlingsausbildung in Ö, D und CH) in Burkina Faso zu fördern. Damit soll in Zusammenarbeit mit den drei zuständigen Ministerien (Wissenschaft, Soziales, Wirtschaft) eine institutionelle Lücke geschlossen werden, die durch einen Kompetenzkonflikt eben dieser Ministerien entstanden ist. Längerfristig wird angestrebt, die CAFP als führendes handwerkliches Bildungsplanungs- und Referenzzentrum zu etablieren.


Die CAFP, von Beginn an kofinanziert von Ö, D, CH und F, wurde zunächst auf einer rein informellen Basis errichtet. Mit einem künftigen, neuen Rahmenabkommen zwischen den vier Gebern und den drei oben erwähnten Ministerien wird nun die Basis für eine bessere institutionelle Verankerung der CAFP geschaffen.


Mit der bisherigen österr. Finanzierung wurde ein Teil der Büroausstattung erworben sowie Lehrpläne für mehrere Handwerksbereiche erarbeitet und Ausbildungen durchgeführt. Für die beantragte Phase ist die Finanzierung von weiteren Lehrplänen, Ausbildungen, Workshops, Studien und Studienreisen sowie Dokumentationsmaterial vorgesehen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
