Overall goal


Mit diesem Projekt soll ein Beitrag zum Schutz der natürlichen Ressourcen und zur Erhaltung der Biodiversität im Berggebiet von Siran, Manshera District, North West Frontier Province (NWFP), Pakistan, geleistet werden. Durch steigenden Bevölkerungsdruck, unangepasste Landnutzungssysteme und rasch anwachenden Brennholzbedarf sind die natürlichen Ressourcen in der Region zunehmend gefährdet. Ein mit pakistanischen Regierungsstellen geplantes und von zahlreichen Gebern unterstütztes Reformprogramm für den Forstsektor musste aufgrund mangelnder Projektergebnisse abgebrochen werden. Wegen der Abgeschiedenheit und der schwierigen Zugänglichkeit des Projektgebietes gibt es kaum Entwicklungsaktivitäten in der Region, einzig der lokalen NGO Haashar ist es vor kurzem gelungen, finanzielle Unterstützung von UNDP/GEF für ein Projekt zur Erhaltung der Biodiversität zu bekommen. Durch die österreichische Unterstützung sollen komplementäre Aktivitäten, insbesondere die institutionelle Stärkung der NGO Haashar oder Maßnahmen zugunsten der im Projektgebiet lebenden Bevölkerung (Aufbau nachhaltiger CBOs - Community Based Organizations, nachhaltige Nutzung der landwirtschaftlichen Flächen und Schaffung von Zusatzeinkommen), umgesetzt werden. Nach Beendigung des von der Österreichischen Entwicklungszusammenarbeit finanzierten Projektes soll Haashar in der Lage sein, Projektaktivitäten selbstständig bzw. durch Unterstützung anderer Organisationen oder Institutionen weiterzuführen.
