Overall goal


Das Ziel des Projektes ist, die Lebensqualität von älteren Menschen im Kreis Kragujevac mit dem Schwerpunkt auf die ländlichen Gebiete zu verbessern.

Die Zielgruppe bilden ältere Menschen von Kragujevac, einschließlich ländliche Gebiete (insgesamt rund 30.000 Betroffenen). Direkt von den Maßnahmen werden rund 350 ältere Menschen profitieren, die Leistungen der Altenbetreuung und eines Tageszentrums der Gemeinde Kragujevac empfangen werden. Außerdem werden rund 37 SozialbetreuerInnen der Stadt Kragujevac weiter gebildet.

Mangelnde Koordination der angebotenen sozialen Dienstleistungen auf der lokalen Ebene, ihre niedrige Qualität und Quantität (vor allem im ländlichen Bereich) sowie niedrige Partizipation von Betroffenen und von VertreterInnen der lokalen Gemeinde gehören zu den großen Herausforderungen im Bereich der sozialen Dienstleistungen in Kragujevac. Im Zuge der aktuellen Sozialreform in Serbien werden soziale Dienstleistungen dezentralisiert und verstärkt in die lokale Kompetenz übergeführt. Das Projekt soll die Integration von Dienstleistungen in das lokale System von Kragujevac unterstützen. Dadurch sollen soziale Dienstleistungen qualitativ und quantitativ verbessert sowie die bestehenden Arbeitsplätze in diesem Bereich gesichert und im mobilen Bereich ausgebaut werden. In dieser Hinsicht entspricht das Projekt dem ADA-Programm für Serbien ("Fostering Employment and Improving Employability").

Im Laufe des Projektes wird das Komitee für den sozialen Schutz von älteren Menschen der Stadt Kragujevac unterstützt (Entwicklung von standardisierten Abläufen, Dokumentation-, Monitoring- und Qualitätsinstrumenten; Stärkung des Netzwerks von Dienstleistungsanbietern). Außerdem wird die Tätigkeit der mobilen Altenbetreuung und des Tageszentrums der Gemeinde Kragujevac unterstützt und das ehrenamtliche Engagement von Freiweilligen auf der Gemeindeebene gefördert. Entsprechende Maßnahmen zur Stärkung des öffentlichen Bewusstseins in Serbien werden durchgeführt.
