Overall goal


Ziel des Projekts ist die Verbesserung der Trinkwasserversorgung der lokalen Bevölkerung in den Gemeinden San Pedro und San Marcos im westlichen Hochland Guatemalas. Es handelt es sich um die Abschlussfinanzierung für das Projekt 1080-02/2003, das durch Hurrikan Stan im Oktober 2005 stark in Mitleidenschaft gezogen wurde, da der Wirbelsturm große Schäden an den Rohrleitungen und Wasserspeichern angerichtet hatte.


Der Projekt setzt sich 3 spezifische Ziele:

- Schaffung eines geeigneten rechtlichen, institutionellen und organisatorischen Rahmens für eine angepasste Wasserbewirtschaftung auf Gemeindeebene.

- Die gemeindeeigenen Wasserversorgungsbetriebe sind in der Lage, die neuen etablierten Qualitätskriterien (Kostenplanung, Bilanz, Kundenzufriedenheit, technische Projektplanung, Systembetrieb und -wartung etc.) zu erfüllen.

- Die Bevölkerung und die strategischen Akteure einschließlich der Gemeindebehörden der beiden Gemeinden machen sich das Projektes zu eigen, unterstützen es und setzen es entschlossen um.


Die Herauslösung der Wasseragenden aus der wenig strukturierten Kommunalverwaltung und die Schaffung von gemeindeeigenen Versorgungsunternehmen hat sich im Rahmen der Vorgängerprojekte in Quetzaltenango bewährt und das Interesse weiterer Gemeindeverwaltungen geweckt. Mit technisch-organisatorischen Maßnahmen wurde der Rahmen für eine Umstrukturierung geschaffen, der eine gezielte Investition in die Infrastruktur ermöglicht und eine nachhaltige Verbesserung der Versorgungssituation garantiert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
