Overall goal


Im Rahmen des gegenständlichen Vertrages soll die bisherige beispielgebende Unterstützung der Österreichischen Entwicklungszusammenarbeit in Uganda im Bereich der Verbesserung der Rahmenbedingungen für den 'Private Sector' fortgesetzt werden. Dabei handelt sich um die Unterstützung der Kapazitäten des Finanz- und Planungsministeriums in der Koordination und im Monitoring des 'Medium Term Competitive Strategy' (MTCS) Prozesses. Die Komplexität des Konzeptes erfordert zusätzliche technische Ressourcen und Personal für das Ministerium, um den Anforderungen in einem dynamischen Umfeld gewachsen zu sein. Die Bedeutung der Umsetzung der "Medium Term Competitive Strategy" wird auch vom Präsidenten und durch Kabinettsbeschluss besonders hervorgehoben.


Verbindung zu anderen Projekten:

1830-00/2005 baut auf den Beiträgen der ÖEZA im Privat- und Finanzsektor auf und erweitert das Konzept des EZA-Projekts 1830-00/99 (Verbesserte Rahmenbedingungen für den Finanzsektor) und 1830-00/2002 (Verbesserung der Rahmenbedingungen des Privatsektors. Weiterhin kann hier mit einem relativ kleinen Beitrag insbesondere den bisher von Partnern und anderen Gebern hoch geschätzten Eigenschaften eines relativ kleinen, aber strategisch flexiblen Gebers weiter effektiv Profil verliehen werden. Der Träger ist für die Durchführung gemäß der EZA Richtlinien verantwortlich. Zu finanzierende Interventionen sind mit dem Regionalbüro Kampala abzustimmen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
