Overall goal


Ein Rahmenvertrag mit der Kommunalkredit Austria A.G. (EZA 1791-00/2003) ermöglicht die treuhändische Verwaltung und Anweisung von Fördermitteln an österreichische Nichtregierungsorganisationen, welche Projekteinreichungen und Genehmigungen dafür bei der ADA erhalten haben. Die 16.Vergabesitzung in der ADA vom 14.06.2004 soll die Kofinanzierung von 10 Projekten sicherstellen. Die Projekte in den Sektoren Bildung, Wasser, Gesundheit und ländliche Entwicklung, Flüchtlinge, und die Unterstützung von Frauen werden in Äthiopien, Kuba, Kenya, Togo, Nigeria, Irak, Pakistan, Ecuador, Bangladesh und Nicaragua verwirklicht.

Die Anträge entsprechen den Sonderrichtlinien für die Kofinanzierung von Projekten österreichischer NGOs. Die Kommunalkredit, Public Consulting hat folgende Aufgaben bei der Gestionierung von Verträgen mit diesen NGOs: Beratung, Aufbereitung der Antragsunterlagen, Erstellung von Vertragsgrundlagen, Abschlüsse, Prüfung von Projektfortschritten, Treuhandkontoführung, Auszahlung von Fördermittel, Zwischenberichts- und Abschlußrechnungslegung, Einhaltung von Dtaenschutzbestimmungen, Berichte an die ADA (und BMaA), etc. Es werden EURO 318.378.-- für die Vorhaben aus der 16.Vergabesitzung für die Jahre 2004, 2005 und 2006 zur Verfügung gehalten. Der Rahmenvertrag besteht mit EZA 1791-00/2003 und deckt den Verwaltungsaufwand der KPC ab.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
