Overall goal


UNDP fällt seit Wiedereröffnung des Büros in Kabul die Führungsrolle im Wiederaufbauprogramm der Vereinten Nationen für Afghansitan zu. Der Einsatz des österreichischen JPO, Tina Gewis, trägt somit zu Stärkung des Porgramms von UNDP in Afghanistan bei.Gleichzeitig ist das JPO-Programm ein Ausbildungsprogramm, das einerseits zur Kapazitätsbildung für die OEZA, als auch als Voraussetzung für die Aufnahme in die UN-Organisationen und somit zur Erhöhung des ÖstereicherInnen-Anteils dient. Österreich hatte in den vergangenen 2 Jahren bereits erfolgreich einen JPO (Dr.Schoiswohl) bei der UNDP in Kabul stationiert.


Der Einsatz von Tina Gewis ist für den Zeitraum vom Mitte Juli 2005 bis Ende Juli 2007 vorgesehen, wobei nach dem ersten Jahr eine Bewertung der bisherigen Leistungen erfolgt und im Falle einer positiven Empfehlung seitens des UNDP CO eine Verlängerungsphase abgestimmt wird. In diesem Sinne deckt der gegenständliche Vertrag die Kosten des zweiten Jahres ab.


Frau Gewis wird wird während ihres Einsatzes als Programm Officer in den Bereichen Governance, Human Rights, Gender und Public Sector Development eingesetzt werden. Neben den laufenden Kontakten zu afghanischen Regierungsstellen, anderen VN-Organisationen und NGOs wird Frau Gewis für Projektmanagement und Monitoring, Needs Assessment sowie Capacity Building und Wiederaufbau von Regierungsstellen in Afghanistan tätig sein.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
