Overall goal


Der Kosovo ist ein junger Staat mit keiner natürlich gewachsenen politischen Kultur im Sinne der Demokratie, der gleichberechtigte Mitbestimmung und Mitgestaltung der Bevölkerung bisher zugelassen hat. Nach der Gründung des Staates im vergangenen Jahr haben die Kosovaren die Möglichkeit ihre Zukunft auf demokratische Weise mit zu gestalten.


Das Projektziel ist demokratisches Grundwissen zu vermitteln und durch eine Kommunikations- und Vernetzungsplattform zivilgesellschaftliche Initiativen und Aktivitäten möglich zu machen. Im Zuge einer Academy an der Universität Prishtina wird eine langfristige agierende GLOBArt Plattform zur Unterstützung bei der Entwicklung demokratiepolitischer Ansätze gegründet werden. Bei der mehrtägigen Academy in Prishtina sowie einem einjährigen Workshopprogramm an der Universität Prishtina sollen Vorträge und Workshops zu den Themen Demokratie und Politik, Wirtschaft und Medien von nationalen und internationalen Experten angeboten werden.


Das Programm wird theoretische Grundfragen erläutern, aber vor allem praxisorientiert sein. Die Veranstaltungen sind kostenlos und der Öffentlichkeit frei zugängig. Es wird die Möglichkeit der Vernetzung von Studenten, Lehrbeauftragten, internationalen Experten und zivilgesellschaftlichen VertreterInnen geben, um zukünftige Projekte initiieren zu können. Weiterführend sind im nächsten Jahr Workshops und Lehrgänge geplant, in denen das theoretisch erworbene Wissen in Projekte konzipiert und umgesetzt werden soll. Das Projekt folgt dem Leitsatz: Hilfe zur Selbsthilfe.


Die Zielgruppe sind Studenten und Studentinnen als zukünftige Pädagogen, Multiplikatoren und Entscheidungsträger. Betroffen durch das Projekt sind ca. 400, das Geschlechterverhältnis ist ausgewogen.


Die kosovarische GLOBArt Plattform wird den derzeit stattfindenden kontinuierlichen Aufbau des Instituts für Politikwissenschaft an der Universität Prishtina unterstützen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
