Overall goal


Das Bildungswesen in der Ukraine hat insbesondere zwei grosse Maengel: (1) Es gibt keine tragfaehige geistige Perspektive auf der Grundlage ethisch-moralischer Werte (Korruption zur Erlangung von Diplomen ist auch im Bildungsbereich weit verbreitet). (2) Es gibt wenig Weiterbildungsmoeglichkeiten fuer die Bevoelkerung, wie etwa jene der "Bildungshaeuser" und "Volkshochschulen" westlicher Laender, und auch wenig Anreize fuer eine sinnvolle Gestaltung der Freizeit (auch als Mittel zur Bekaempfung von Alkoholismus und Drogensucht).


Das Bildungsprojekt "Volkshochschule Ukraine", das als Kooperationsprojekt mit bestehenden Bildungseinrichtungen (Universitaeten, Gymnasien, kirchlichen Einrichtungen, Vereinen) geplant ist, will Bewusstseinsbildung und Weiterbildung in der Bevoelkerung auf einer breiten Basis erreichen - ausgehend von der Hauptstadt Kiev, nach und nach auch in laendlichen Regionen.

Nach dem Muster der oesterreichischen Volkshochschule sind auch Bildungsaktivitaeten geplant, die der beruflichen Weiterbildung dienen und die so fuer viele neue und bessere Verdienstmoeglichkeiten eroeffnen.


Im Rahmen dieses Mikroprojekts sind folgende Aktivitäten geplant:

- der Aufbau einer Organisationszentrale und Organisationsstruktur

- die Erarbeitung und Bereitstellung (tw. auch Uebersetzung) der Bildungsmaterialien

- Schulung von MitarbeiterInnen

-ein sechsmonatiger Probe-Bildungsbetrieb am Beginn des Schuljahres 2006/07 (Deutschunterricht, Erwachsenensingkreis, Malkurs, Hinterglasmalerei)

- Einfuehrung in die traditionelle Kunst und Kultur der Ukraine - in Verbindung mit Museumsbesuchen

- Symposion ueber das Thema "Geistige Grundlagen einer wertorientierten Bildungs- und Kulturaarbeit"

Das Management dieser Aktivitaeten erfolgt durch das "Kulturbuero Obolon"

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
