Das Wassersektorprogramm der OZA in Albanien zielt darauf ab, durch konkrete Infrastrukturmaßnahmen die Versorgungssituation der Bevölkerung zu verbessern und damit einen Beitrag zu Armutsbekämpfung und Verhinderung weiterer Landflucht zu leisten. Im Rahmen des Projekts "Wasserversorgung Shkodra" geht es jedoch letztlich auch darum, durch die Verbesserung der Infrastruktur zur wirtschaftlichen Entwicklung in der Schwerpunktregion Nordalbanien beizutragen.

Das bisherige mehrjährige Engagment Österreichs im Wassersektor in Shkodra war bis jetzt sehr erfolgreich: Trotz vergleichbar geringer finanzieller Mittel in einem extrem schwierigen Projektumfeld und trotz einer infrastrukturell sowie technisch schwierigen Ausgangslage wurde durch die bisherigen österreichischen Investitionen eine 24-stündige Wasserversorgung erreicht.

Auch in den Folgejahren bedarf es jedoch noch substanzieller Unsterstützung Östereichs, um die Erfolge im Projekt nachhaltig abzusichern. Österreich beabsichtigt daher, die Gemeinde und den Kommunalbetrieb Shkodra im Wassersektor weiter zu unterstützen, wobei der Schwerpunkt im Projekt schrittweise auf Unterstützungsmaßnahmen im institutionellen Bereich übergehen soll, z.B. in Bezug auf strategisches Wassermanagement, effiziente Ressourcenplanung und -nutzung etc. Zusätzlich werden auch weiterhin Investitionsmaßnahmen zur Stabilisierung der Versorgungslage notwendig sein.

Mit gegenständlichem 2. Zusatzvertrag zu 7813-00/2000 werden die Projektmittel von EUR 976.037 um EUR 400.000 ergänzt, wobei EUR 373.222,41 von der Republik Österreich und EUR 26.777,59 von der Republik Albanien bereitgestellt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries.
