Overall goal


Bosnien & Herzegowina (BiH) ist konfrontiert mit der Herausforderung der Integration ethnischer und religiöser Fraktionen in jener postkonfliktiven Situation, die die Grundlage für Staatenbildung und wirtschaftliche Erneuerung darstellt. Die generellen Projektziele sind Capacity Building, Know-How-Transfer und Stärkung der Institutionen als Teil der Implementierung der Country Assistance Strategy (CAS) der World Bank (WB) im Bereich Wirtschaft und Entwicklung.

Die OEZA leistet wesentliche Unterstützung des dreiteiligen Country Programs der Worldbank, welches die Schwerpunkte i) Wirtschaft und Entwicklung (incl. corporate social responsibility) und die Vermittlung der Bedeutung der wirtschaftlichen Entwicklung für die Gesellschaft speziell im universitären Bereich ii) Regierungsübergreifendes Finanzprogramm sowie Steuerdesign Programm mit Schwerpunkt auf Dezentralisierungs Design iii) Stärkung der Kommunen und soziale Integration (incl. social service delivery) zum Inhalt hat .

Zu i) Ziel der Subkomponente sind Schaffung von lokalen Netzwerken im wirtschaftlichen Bereich (in der Hauptsache für Klein- und Mittelbetriebe) und Service-Transfer für die Mitglieder sowie Kapazitätsentwicklung auf universitärer Ebene.

Zu ii) Status quo sind schwache administrative Strukturen der Zentralregierung und deutlich ausgeprägte Strukturen der beiden Entitäten der Föderation als Folgen. Das Programm der WB setzt am Level des Gesamtstaates an und hat als Aufgabe Politikkoordination im Steuerbereich sowie Verantwortlichkeit und Qualität von öffentlichen Leistungen zu erhöhen.

Zu iii) Etablierung von Partnerschaft zwischen Bezirken und Gemeinden in den Bereichen Gesundheit, Bildung und Sozialwesen speziell für vulnerable groups ist Hauptziel.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
