Overall goal


Das Projekt der Österr. Caritaszentrale in Albanien hat drei Schwerpunkte:

- Training für MitarbeiterInnen im Gesundheitsbereich, Angehörige und lokale Stakeholder

- mobile Betreuung für Menschen mit Behinderung

- Maßnahmen zur Bewusstseinsbildung


Durch spezielle Trainings bilden sich MitarbeiterInnen von Gesundheitszentren im Bereich der Arbeit mit Menschen mit Behinderung weiter. Es geht um die Erweiterung medizinischer, pflegerischer und behindertenpädagogischer Kompetenzen, aber auch um Maßnahmen zur Förderung anwaltschaftlicher Tätigkeiten (Lobbying) für Menschen mit Behinderung. Ein multiprofessionelles, mobiles Betreuungsteam (Krankenschwester, Arzt, Sozialarbeiterin) betreut und fördert in den 3 Projektregionen Menschen mit Behinderung, die in Familien leben. Da bei wird auf den spezifischen Förderbedarf jeder einzelnen Person eingegangen.

Zielgruppe des Projektes sind Menschen mit Behinderung, primär in den Regionen Lac, Kruja, Shkodra aber auch in ganz Albanien. Zielgruppe der mobilen Betreuung sind primär Kinder und jüngere Personen. Im Rahmen der mobilen Betreuung werden 60 Menschen mit Behinderung betreut.

Das Projekt wird in 3 Regionen durchgeführt. Pro Region werden kontinuierlich 15 Personen betreut. Durch KlientInnen zu- und abgänge werden insgesamt 60 Personen von der Betreuung profitieren.

Zur Zielgruppe des Projektes zählen auch die Familienangehörigen der Menschen mit Behinderung. Von den Projektaktivitäten profitieren nicht nur die Angehörigen der KlientInnen, die in die mobile Betreuung aufgenommen werden. Die vorgesehenen Trainings richten sich an alle Angehörigen von Menschen mit Behinderung in den Projektregionen. Pro Region werden 60 Angehörige (gesamt: 180 Personen) an den Trainingsmaßnahmen teilnehmen und die Trainingsmaterialien nutzen.

Zur Sicherheit der Nachhaltigkeit der Maßnahmen und zum Transfer von Know how vernetzt sich Caritas Österr. und der lokale Partner mit der Organisation "Albanian Disability Rights Foundation".

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
