Whelp Linux ist ein Mikroprojekt, das sich zum Ziel gesetzt hat, die technische Ausstattung des bestehenden Whelp - Centers in Kaduna, Nordnigeria, zu verbessern. Als Betriebssystem soll Linux fungieren, um ein wirtschaftlich unabhängiges EDV - Wesen zu installieren. Linux bietet gegenüber Microsoft Windows erhebliche Vorteile im nigerianischen Umfeld: die Lizenz von Linux ist frei, jeder kann sie kopieren, verändern und weiterverwenden. Dies kann zum Nutzen heimischer Unternehmen geschehen, die sich teure Anwendungsprogramme und teure PCs von Microsoft kaum leisten könnten. Ein eigener EDV - Sektor, der auf inländischer Entwicklung beruht, könnte so entstehen.

So sollen durch österreichische Volontäre heimische EDV - Trainer im Anwendungsbereich von Linux ausgebildet werden, die wiederum ihr Wissen an Schüler, Studenten, im EDV - Sektor tätige Erwachsene und an sonstige Privatinteressenten weitergeben. Dies wird im Rahmen des Whelp - Centers geschehen. Die zu erwartenden Auswirkungen sind Bildung, Kulturaustausch, Demokratieförderung sowie die Bereitstellung nachhaltiger Ressourcen, die auf Eigeninitiative und auf Eigenentwicklung beruhen.

Langfristig gesehen, wird durch dieses Projekt erst der tatsächliche Sinn des Whelp - Centers erfüllt: nämlich die eigenständige, inländische Nutzung einer Technologie, die nach dem Technologietransfer zwischen Österreich und Nigeria ohne Österreich auskommt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
