Overall goal


Das Projektgebiet deckt sich mit dem "Upper Siran Human and Natural Resources Development Project" im Oberen Sirantal ( EZA Projekt 2232-00/2004). Durch seine Lage unmittelbar am Epizentrum des Erdbebens vom 8.10.2005 kam es im Projektgebiet zu schwersten Schäden. 140 Menschen wurden unmittelbar durch das Beben getötet, etwa die doppelte Anzahl wurde zumeist schwer verletzt. An die 95% der Häuser und Wirtschaftsgebäude sind völlig zerstört oder irreparabel und damit unbewohnbar. Ein Großteil der Hauseinrichtungen, Haustiere, Essens- und Futtervorräte ging verloren. Auch die infrastrukturellen Einrichtungen wurden weitestgehend vernichtet. An die unmittelbare Weiterführung des Entwicklungsvorhabens ist derzeit nicht zu denken. Es geht jetzt darum die zum Verbleib in den Dörfern entschlossene Bevölkerung(etwa 90-95%) über Wiederaufbauhilfe so zu unterstützen, dass die Voraussetzungen für die raschest mögliche Fortsetzung der Entwicklungsprogramme geschaffen werden können.


Die im vorliegenden Projekt geplanten Aktivitäten umfassen:

(1) Unterstützung bei der Wiederherstellung der Infrastruktur (Wege, Strom- und Wasserleitungen, Gemeindezentren, etc.),

(2) Wiederbeschaffung des Viehbestandes, Wiederherstellung der kultivierbaren terrassierten Ackerflächen und erosionsschützende Maßnahmen in den gefährdeten Weide-Hanglagen.

(3) Unterstützung bei der Identifizierung erdbebensicherer, frauenfreundlicher und ökologisch verträglicher Haus- und Stallmodelle mit weitmöglichster Vermeidung von zusätzlichem Bauholz.

(4) Förderung bei der Einrichtung von Latrinen, Abwassersystemen, holzsparenden Öfen, Solarheißwasseranlagen, etc.

(5) Übernahme der zusätzlichen Kosten für altes und neues Projektpersonal, um die Durchführung des Wiederaufbauvorhabens und die Fortsetzung des ursprünglichen Entwicklungsprojektes zu ermöglichen
