Overall goal


Die Wirtschaftspartnerschaft zielt auf die Errichtung und den langfristigen Betrieb eines Schweißtrainings- und Zertifizierungszentrums in Albanien.


Trotz potentiell guter Auftragslage gelingt es der albanischen Metallbranche derzeit nicht, die Nachfrage ausländischer Investoren nach qualifizierter Facharbeit zu befriedigen und Schweißarbeiten auf europäischem Niveau durchzuführen. Systematische Mängel im nationalen Berufsbildungssystem (und hier v.a. die fehlende Praxisorientierung) haben einen Fachkräftemangel zur Folge, der insbesondere im Schweißbereich – in dem es in Albanien seit über 20 Jahren keinerlei Ausbildung und Qualifizierungen mehr gibt – in starkem Widerspruch zur hohen Nachfrage nach dieser Berufsgruppe am nationalen Arbeitsmarkt steht.


Durch die Wirtschaftspartnerschaft wird dieses Defizit behoben und die Verfügbarmachung von qualifizierten und zertifizierten SchweißerInnen durch ein dauerhaftes Schweißtrainings- und Zertifizierungszentrum ermöglicht. Nach erfolgreichem infrastrukturellen und personellen Aufbau werden landesweite Trainings für alle Schweißarten (Elektro, Autogen, Metall-Inertgasschweißen, Metall-Aktivgasschweißen, Wolfram-Inertgasschweißen) im Metall- und für Kunststoffbereich angeboten und durch 20 ausgebildete lokale Trainer – sowohl in der Hauptstadt Tirana als auch in ländlichen Gebieten – durchgeführt. Darüber hinaus wird die Errichtung einer staatlich akkreditierten Albania Welding Association angestrebt, um die offiziellen internationalen Zertifizierungen (IWE, IWT und IWS) zukünftig lokal vornehmen und dem albanischen Arbeitsmarkt damit akkreditierte und dringend benötigte Fachkräfte zur Verfügung stellen zu können.
