Short Description:

Overall goal


Ziel des Projektes ist die Optimierung der Milch-Wertschöpfungskette sowie die Verbesserung der Umweltbilanz von Molkereibetrieben im Kosovo durch Anwendung der – in der UN etablierten – Methode „Resource Efficient and Cleaner Production“ (RECP).


Expected results


Durch Unterstützung zu umwelt- und energierelevanten Aspekten sowie durch Technologie- und Know-how-Transfer (Trainings für neue Technologien & RECP etc.) werden: die Milchwertschöpfungskette optimiert und die Leistung von Produktionsprozessen gesteigert, Produktionsverluste- und kosten reduziert, wirtschaftliches Potential gesteigert (EU als neuer Exportmarkt und Zugang zu Finanzierungen), Abfall minimiert bzw. neue Nebenprodukte kreiert (z.B. Molke) und Umweltforschung unterstützt.


Target group / Beneficiaries


Zielgruppe sind die Akteure im Milchsektor im Kosovo wie LandwirtInnen, Milchverarbeitungsunternehmen und ErzeugerInnen von Milchprodukten sowie Universitäten. Im Rahmen des Projektes werden mindestens 24 lokale Unternehmen profitieren, über 10.000 Menschen erreicht und mindestens 20 neue Jobs geschaffen.


Activities


Um die Ziele zu erreichen, werden folgende Maßnahmen gesetzt:

• Einführung eines funktionierenden Milch-Sammelsystems inkl. Logistik für Abfallwasser und Nebenprodukte.

• Leistungssteigerung der Produktionsprozesse in lokalen Betrieben auf Basis von RECP durch die Einführung von Ressourcenmanagement und neuen Technologien (u.a. Gewinnung von Molke).

• In Kooperation mit Quality Austria: Einführung von EU Umweltstandards EMS - ISO 14001 (erhöhte Exportkapazität).

• Center of Excellence (Kooperation zwischen Milchwirtschaft und University of Mitrovica): Institutionalisierung des (umwelt)technischen und finanzbezogenen Know-hows sowie einer langfristigen Kooperation zwischen Wirtschaft und Industrie.


Context


Das international sehr erfahrene niederländische Unternehmen Yuniko wird mit dem lokalen Unternehmen Bylmeti ein Joint Venture gründen und sich damit langfristig im Kosovo geschäftlich engagieren.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
