Short Description:

Overall goal


Ziel des Projektes ist es einen Beitrag zur Erhöhung des Anteils an erneuerbaren Energien in der Türkei zu leisten bzw. die Produktion von Windenergie langfristig sicher zu stellen.


Expected results


Dazu wird ein Windkraftanlagen-Instandhaltungslehrgang aufgebaut und zertifiziert/akkreditiert, der die Qualifizierung von Wartungs-personal übernehmen und langfristig von türkischen und öster-reichischen Partnern geführt werden soll. Die geplante Weiterbildung setzt sich aus drei Säulen zusammen: Grundwissen zu Windenergie und Instandhaltung, Fachwissen zu verschiedenen Spezialisierungsbereichen wie z.B. Elektrotechnik, sowie Praxisunterricht, insbesondere zu Sicherheitsthemen.

- Im Rahmen des Projekts werden mind. 15 TrainerInnen geschult, und mind. 140 Personen zur/m Windkraftanlagen-InstandhaltungstechnikerIn ausgebildet.

- 110 Arbeitsplätze sollen geschaffen werden (10 FachtrainerInnen, 100 Windkraft-anlagen-InstandhaltungstechnikerInnen)

- 37 Unternehmen/Institutionen werden aus der Wipa einen Nutzen ziehen (2 öffentliche Institutionen, 30 lokale Firmen, 5 internationale Firmen)

 


Target group / Beneficiaries


Neben Sekem Energy, BDT, ReEn und Bolakar Energji (Beratungsunternehmen) ist die Yasar Universität in Izmir an der ARGE beteiligt. Alle genannten Partner übernehmen auch langfristig die Verantwortung für den Lehrgangsbetrieb und die Einbindung von Windanlagenherstellern.

Das Projekt besteht aus vier Komponenten:

1. Aufbau des Lehrgangs und Pilotbetrieb

2. Zertifizierungssystem

3. Überführung in den Dauerbetrieb und Internationalisierung

4. Öffentlichkeitsarbeit

 


Context


Das Projekt wurde ursprünglich von türkischen SektorvertreterInnen (Verband und Hersteller) initiiert und fußt auf der Notwendigkeit internationale Standards in der Türkei zu etablieren und dem Fachkräftemangel in der Branche entgegen zu wirken. Nachdem aufgrund politischer Umbrüche die vor ca. einem Jahr geplante Kooperation mit dem Türkischen Windkraftverband nicht zustande gekommen ist, soll mit dem nun vorliegenden Konzept die Umsetzung gelingen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
