Overall goal



Offiziellen Zahlen zufolge gibt es in der Ukraine mehr als 100.000 Kinder, die ohne elterliche Obsorge aufwachsen. Überwiegend sind das Sozialwaisen aufgrund von Alkoholismus, Drogensucht, Arbeits- und Mittellosigkeit der Eltern. Über 20.000 besuchen keine Schule, mehr als 130.000 Jugendliche sind bei Behörden als Vaga-bunden, Bettler, Drogenkranke und Jugendkriminelle registriert. Der Staat hat es sich nach der Orangenen Revolution zum Ziel gesetzt, Lösungen für die Situation der Sozialwaisen zu finden, d.h. Auflassung von Großinternaten, Errichtung eines Pflegefamiliensystems, Einrichtung von Krisenzentren und betreuten Wohgemeinschaften.


Ziel dieses Projektes ist die Etablierung eines Krisenzentrums für Sozialwaisen im Bezirk Darnitsa in Kiev/Ukraine. In diesem niederschwelligen Zentrum soll präventiv mit den Kindern und Jugendlichen gearbeitet werden. Ziel ist es, die Kinder weg von der Straße zu holen, ihr Vertrauen zu gewinnen und ihre weitere Unterbringung oder Rückkehr in die Familie vorzubereiten. Dies wird in enger Zusammenarbeit mit dem städtischen Jugend- und Sozialamt geschehen.

Im Zentrum wird es folgende Leistungen und Angebote für die Kinder geben: Erstaufnahmegespräch und Registrierung, Körperpflege, Kleiderreinigung und Kleidertausch, medizinische Untersuchung und Behandlung in Zusammenarbeit mit der örtlichen Poliklinik, Essensausgabe, Notschlafstelle, Förderunterricht, HIV/AIDS-Präventionsprogramm, psychologische Betreuung, juristische Beratung für Kinder und Eltern, Hilfe bei der Arbeitssuche für Jugendliche und Eltern, Hilfe bei der Erlangung von Dokumenten und bei Behördenwegen. Obdachlose Jugendliche, die sich verpflichten eine weiterführende Berufsausbildung zu besuchen, werden bis zum Abschluss ihrer Ausbildung in einer betreuten Wohngemeinschaft im Krisenzentrum untergebracht.
