Overall goal


Seit 2003 wurden mit den Projekten 1913-00/2003, 1913-00/2004 und 1913-00/06 vor allem die Aktivitäten der örtlichen Raumplanung durch Beratung, Ausbildung und Ausstattung gefördert. Zurzeit liegt eine Reihe von örtlichen Entwicklungskonzepten und Flächenwidmungsplänen vor, die einer öffentlichen Diskussion und dem politischen Entscheidungsprozess unterzogen wurden.

Raumplanung wird als zentrales Element der Dezentralisierung verstanden, das dazu beiträgt die Verwaltung der Gemeinden zu verbessern, gleichzeitig aber auch die Aufgabenverteilung zwischen zentraler und lokaler Ebene regelt. Die ausgearbeiteten Pläne sind vor allem aber ein Instrument, das die zuständigen Behörden ihren Aufgaben als Aufsichtsbehörde zu stärken.

Das vorliegende Projekt wird den öffentlichen Diskussionsprozess und die entsprechende Anpassung dieser Pläne unterstützen. Weiters wird es die Ausarbeitung einer Reihe von Detailprojekten fördern, die mit den genannten Plänen in Zusammenhang stehen. Die Aktivitäten des Projektes sind darauf ausgerichtet, die zivile Gesellschaft und die politisch Verantwortlichen in geeigneter Form in die Planungsvorgänge einzubinden.

Da es sich um gezielt auf städtische Planung und Rauplanung ausgerichtete Arbeiten handelt, werden alle erstellten Pläne im Rahmen des Projekts 1913 vom 10.-21.05.2007 alle Pläne in der Nationalbibliothek in einer Ausstellung auch einer allgemeinen interessierten Öffentlichkeit vorgestellt.

Die Ergebnisse werden im Rahmen des gegenständlichen Projekts in einer zweisprachigen Publikation (Deutsch-portugiesisch) sowohl einer interessierten Fach als- auch EZA-Öffentlichkeit zugänglich gemacht. Die geplante Publikation wird ca. 100 Seiten umfassen und neben den einzelnen Plänen und Prozessbeschreibungen auch Beiträge des zuständigen Ministers, Präsidenten des Gemeindeverbandes sowie des Koordinationsbüros in Praia beinhalten.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
