Das vorliegende Projekt ist das Resultat einer Bedarfsabklärung, die während des laufenden psycho-sozialen Projektes durchgeführt wurde (vergleiche Projektantrag für EZA Projekt 2311-05/2005).


Eine Minimierung der psycho-sozialen Auswirkungen des Tsunami innerhalb der betroffenen Personengruppe kann erst wirksam werden, wenn die ökonomische Grundversorgung der Menschen gesichert ist. Insbesondere Frauen in dieser Küstenregion von Sri Lanka haben aufgrund mangelhafter Ausbildung Probleme, angemessen bezahlte Beschäftigungen ausüben zu können. Auf Wunsch der betroffenen Personen wurden in der ersten Projektphase Kurse konzipiert, in denen vor allem Frauen und Mädchen in Computeranwendungen und Englisch unterrichtet werden, sowie Nähkurse besucht werden können.


Der gegenständliche Zusatzvertrag zu Projekt 2311-05/2005 ermöglicht die Verlängerung der Entsendung einer ÖRK Delegierten (Martha Wirtenberger) um weitere 7 Monate, damit diese Kurse weiter betreut werden können. Das Gesamtprojekt wird gemeinsam von DRK, ÖRK und SLRCS durchgeführt und gemeinsam finanziert.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
