Capacity building support for the ECOWAS Centre for RE and EE (ECREEE) - Phase II

The following project shall assist the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) to adapt technically and institutionally to the new requirements of the Strategic Plan covering the period 2017 to 2021. ECREEE is at a cross-roads and needs to adapt its internal proceedings and competence to changing demands of ECOWAS Member States. The overall objective of the project is to strengthen the capacities of ECREEE so that it continues to deliver high quality services and is recognised as the Centre of excellence in the ECOWAS region and within the scope of the Global Network of Regional Sustainable Energy Centres (GN-SEC).

Erwartete Ergebnisse

In order to achieve a positive result towards meeting the project goal, the following set of activities is proposed, divided in three outcomes:

• Outcome 1: ECREEE’s management, administrative capacities and processes respond to the rapidly growing demands from Members States and international partners

• Outcome 2. Strengthening the technical and innovation capacities of the ECREEE Secretariat and NFIs

• Outcome 3: Strengthen ECREEE as hub for knowledge/technology transfer and networks in ECOWAS and internationally



The main direct beneficiaries of the capacity building program are around one hundred (100) experts of ECREEE, ECOWAS and focal point of the National Focal Institutions (NFIs). The intermediate beneficiaries are renewable energy and energy efficiency market players and enablers in the ECOWAS region which enjoy improved quality service delivery of ECREEE (around 15.000 persons):

1. Policy makers in energy and related sectors (e.g. ministries, provincial governments)

2. National institutions in charge of promoting sustainable energy and rural energy

3. Educational and training institutions (e.g. universities, training centres)

4. Energy manufacturing and service industry (e.g. consulting, suppliers, equipment producers, installers, IPPs)

5. National utilities and regulators

6. Civil society (e.g. sustainable energy advocacy groups, women groups) - Ultimately, the greater population, local industry and public institutions will benefit from increased access to modern, affordable and reliable energy service

7. Gender focal points of stakeholders, member states, universities.

The final beneficiaries are 300 million energy consumers in ECOWAS which will benefit from improved access to reliable and affordable modern energy services.



Activity areas under Outcome 1 include:

- Facilitate the establishment and implementation of an effective institutional restructuring and Project Management (PM) system (following the guidance of ISO 21500:2012)

- Enhance capacities of ECREEE staff and NFIs to make use of the PM System

- Improve ECREEE's public relations and communication abilities in the scope of the GN-SEC.

Activity Areas under Outcome 2 include:

- Develop and implement qualification and certification program for ECREEE staff

- Develop and implement qualification and certification program for NFIs

- Develop and implement an internship programme for ECREEE and NFIs

Activity Areas under Outcome 3 include:

- Develop and implement a knowledge/technology transfer strategy

- Develop and implement GN-SEC knowledge exchange partnerships

UNIDO will provide an integrated seconded technical expert to the centre. The expert will assist the Executive Director of ECREEE and provide technical staff with backstopping in line with the capacity building programme. The expert will also assist to strengthen knowledge transfer and exchange on latest technology innovations and developments.


With the following project UNIDO assists the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) to adapt technically and institutionally to the new requirements of Strategic Plan covering the period 2017 to 2021. ECREEE is at cross-roads and needs to adapt its internal proceedings and competence to changing demands of ECOWAS Member States. Since the operationalisation of the centre in 2010 major progress has been achieved. By looking back to the oil price emergency situation in 2008, the decision to establish ECREEE has proved to be an effective regional policy response of the ECOWAS Ministers of Energy to reduce the dependency on fossil fuels in the long-term.

In its second Business plan period, there are changing competence and skills requirements for ECREEE staff when transiting from “first mover/baseline” activities in the areas of policy, awareness, capacity building and knowledge management to more specialised services in general and particularly in the areas of investment and business promotion. In this transition, the ability to respond to the needs of businesses and entrepreneurs becomes increasingly important. ECREEE has also an important role to play to shape technology cooperation/transfer processes to the region in a more inclusive way. This requires a stronger focus on the supply-side of technology markets (e.g. entrepreneurship, innovation, incubation, acceleration, quality infrastructure, cluster building). Finally, the uptake of these technology markets requires the participation of the domestic private sector.

  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
