Capacity Development for Bhutanese Department of Energy - Support for Dagachhu Hydro Power Project

The Dagachhu Hydropower project is located in the South-Western part of Bhutan on the left bank of the Dagachhu river. The project is a run-of-river type hydropower plant and envisages an installed capacity of 114 MW.
In 2007, the Austrian Development Cooperation provided grant assistance to the Royal Government of Bhutan for the preparation of tender documents for a Dagachhu Hydropower project. The preparation of the tender documents has been completed. The tenders for the civil works were opened and evaluated in October 2008. The opening and evaluation of tender for the Electrical and Mechanical equipment took place in November 2008. The project is well on track and the construction of the hydropower plant is expected to commence in February 2009.
Since the DHPC does not have the capacity to supervise and monitor the implementation of a hydropower plant of this size, the Royal Government of Bhutan has requested for a grant to finance technical assistance. Therefore, the objective of this project is to assist the DHPC in its function as project owner to monitor and ensure the timely execution with the specified quality of all work. By working jointly with experienced experts, the DHPC team shall (after completion of this contract) be in a better position to fulfill their functions safeguarding the interests of the Royal Government of Bhutan in future hydropower projects. This project aims to ensure the successful completion/commissioning of the 114 MW hydropower project and the transfer of know how to the Bhutanese engineers/technicians.
