Projektziel

The overall project objective contributes to sustaining and safeguarding the lives and health of Syrian refugees and Lebanese host communities that are severely affected by the consequences of the Syria Crisis in Lebanon. Specifically, its aim is that Syrian refugees and Lebanese host communities severely affected by the Syria Crisis are able to cope better with challenging living conditions and winter risks in Hermel district, Baalbek-Hermel governorate, Bekaa region.

Erwartete Ergebnisse

1. 250 target households (1.250 persons) have improved their capacity to cover their priority basic needs and improve their access to basic services during 16 months (August 2017 - November 2018)

2. The same target households have improved their capacity to cope with severe seasonal changes during harsh winter months (December 2017 - March 2018)

Zielgruppe

Direct beneficiaries include 250 households (in total 1.250 persons) of Syrian refugees and the Lebanese host community, in hard-to-reach Hermel district, Baalbek Hermel governorate, Bekaa region.

70 % of targeted households are those of Syrian refugees (in total 175 households, 875 persons), 30 % of targeted households are those of the Lebanese host communities (in total 75 households, 375 persons). 40 LRC volunteers and staff (gender-balanced) will be trained in implementing Cash Transfer Programs (CTP).

Indirect beneficiaries include the population of Hermel district (in total approx. 45.000 individuals), municipality offices and representatives of Hermel district and the LRC Disaster Management Unit by increasing CTP operational capacities.

The Lebanese Red Cross (LRC) with about 300 staff and 7.000 volunteers in 32 branches throughout the country will be the implementing partner of the project.

In total, about 50.000 men, women and children profit from the ADA grant.

Maßnahmen

250 target households (HH) receive cash for basic assistance such as food, health, education and rental fees and in addition, for harsh winter months where needs increase, a cash top-up. The sum of monthly cash grants from August 2017 to November 2018 amounts to approx. EUR 170,- per HH (USD 180,-), the additional winter cash top-up from December 2017 to March 2018 amounts to approx. EUR 70,- per HH (USD 75,-).

40 LRC staff and volunteers will be trained in implementing CTP in a complex environment.

Hintergrundinformation

Nearly one in every three people in Lebanon is a displaced person. 1.011 million Syrian refugees are registered. It is estimated that there are 1.5 million displaced Syrians in the country. In Bekaa/ Hermel-Baalbek area, where the project is located, 361.104 Syrian refugees are registered, many more are present but not registered. It is one of the poorest region in Lebanon, suffering from spill-over violence from Syria, with constant new (unregistered) refugee arrivals from Syria with high humanitarian needs.
