Projektziel

The current proposal comprises the prolongation of the successful co-operation with The Bridge in the field of child justice in the Hardap region / Namibia. According to the Three Years' Programme of the Austrian Development Co-operation 2004 - 2006 the rule of law, the safeguarding of human rights and democracy are considered basic values, which are imperative for development and security in all states.

Since independence Namibia has witnessed considerable progress in this field. In order to further consolidate this process it is necessary to eliminate still existing structural deficits within the legal system. The reform of laws and regulations on the basis of the 1990 Constitution and the fulfillment of relevant international conventions are decisive for the rule of law and the safeguarding of human rights in Namibia. All efforts to work out a specific Child Justice System are to be seen in this context. Thus the OEZA funds projects in the civic and public sector that deal with child justice whereas HORIZONT3000 is the main Austrian partner for monitoring the implementation of these projects in Namibia. In the past years HORIZONT3000 has gained experience in co-operations with IMC and The Bridge as well as consultants qualified in the sector of child justice.

This prolongation is to further support The Bridge within the framework of the national programme Child Justice Namibia as embraced by the IMC. As foreseen in the past phase The Bridge has managed to attract additional donors such as the Finish Embassy and Terres des Homens to fund certain components of their programme. Thus the project partner has been successful in ensuring some economic sustainability besides Austrian funding. Due to the broadening of donor support the OEZA funding is exclusively channelled to the support of assessment and diversion activities and networking/participation on IMC level whereas the halfway house, re-integration and monitoring is covered by the Finnish Embassy and Terres
