Connecting youth with jobs through life skills development in Moldova

Vocational education and training (VET) students, in particular girls and vulnerable youth, are better included in the labor market due to developed life skills that positively influence their job readiness. The project focuses on improving the quality of life skills-based health education in the VET system in order to create safe spaces for young girls and boys within the VET system, including business companies, and to empower young people to develop healthy behaviours and increase their employability skills.

Erwartete Ergebnisse

The main outputs are the following:

Output 1: VET institutions are enabled to sustainably deliver the ‘Decisions for a Healthy Lifestyle’ course, based on skilled teachers, interactive didactic materials, and friendly learning infrastructure.

Output 2: Companies and schools from dual VET are empowered to create a youth-supportive and gender-sensitive environment in the workplace and in school settings.

Output 3: VET community promotes youth life skills development for job readiness and mobilizes youth peer educators, Youth Centers, parents, Youth Klinics, and other stakeholders for a better impact.


The project will work with all VET institutions, including in Chisinau and in other regions of the country. According to the National Bureau of Statistics, in 2022, 46,000 boys and girls were enrolled in 90 VET institutions in Moldova. Out of them, 479 are young people with disabilities, including 283 boys and 196 girls, who require a special approach for their integration and well-being in schools and at the workplace. All in all, 29.120 persons will directly benefit from the project´s activities.


Under Output 1 – Print and disseminate the Guideline for teachers based on the revised course “Decisions for a Healthy Lifestyle”; Develop the digital manual for students based on the revised course "Decisions for a Healthy Lifestyle."; Conduct training programs for teachers in all VET institutions based on the revised "Decisions for a Healthy Lifestyle" course; Equip all VET institutions with edutainment learning materials for quality provision of the ‚Decisions for a Healthy Lifestyle‘ course; Create a youth-friendly learning classroom in 23 VET institutions endowed with IT equipment; Develop and pilot in pedagogical university the training programme for teachers on life skills education;

Under Output 2 – Develop standards for youth-friendly, gender-sensitive, and free-of-violence schools; Organize training programme for nurses, school psychologists, and social pedagogues from VET institutions; Increase the capacity of business companies from dual VET in creating a youth-friendly workplace; Equip VET institutions with menstrual hygiene products and advocate for further procurement of these items from the institutional budget.

Under Output 3 – Organize project launching, closing and advocacy events; Design and implement National Advocacy and Communication Campaigns on life skills development among young people; Expand and support the activity of the Network of VET Youth Peer Educators on Life Skills; Develop and conduct parenting program for parents of students from VET institutions and beyond; Support Youth Centers in developing and implementing the career guidance and employability skills program; Organize study visits, support participation in international fora, capacity building and advocacy programmes of representatives of VET related community; Conduct KAP (knowledge, attitudes, and practices) study on healthy behaviors and life skills knowledge among VET students in 2027.


The Republic of Moldova is continuously transforming, directly affected by regional and global events: the rise in the cost of energy and food products, the security crisis in the region created by the aggression of the Russian Federation in Ukraine, the reformation of value chains and even climate change affecting agricultural production. In this extremely difficult context, in addition to the short-term interventions needed to cope with the current crises, the Government has proposed to define a medium- and long-term development vision in order to strengthen our resilience to future crises and create the basis for sustainable and inclusive development of the country.

This project is seen as a follow-up of the project of ADA and UNFPA in the VET system "Develop life skills and healthy behaviors of students in Vocational Education & Training for their development and job readiness". The new project will build on the good practices, lessons learned, and results achieved since 2019.

Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
