Contribution to ICRC Gaza Appeal (ICRC Water & Habitat Program in Gaza)

The ICRC has been present in Israel and the occupied territories since the 1967 Arab-Israeli war. It strives to ensure respect for Int’l Humanitarian Law, in particular relating to the protection of civilians living under occupation and provides assistance to the Palestinian population, particularly during emergencies. In the Gaza Strip, protracted problems such as irregular water/power supply have been exacerbated by the hostilities in 2014. The ICRC response in 2015 thus focuses on areas such as water and sanitation and ICRC continues to work with the local water and electricity providers to address the most urgent humanitarian needs. The specific objectives of the ICRC Water and Habitat Program in Gaza for 2015 are:
1) Rehabilitation of water and sanitation infrastructures in Gaza: by the end of 2015, 500’000 people in Gaza will regain access to functional water and sanitation facilities.
2) Support to operation & maintenance of water and sanitation infrastructures in Gaza: by the end of 2015, the water service providers have an adequate supply of spare parts, equipment and tools to maintain the infrastructure.
3) Capacity building / partnerships with water institutions in Gaza: by the end of 2015, the water board has improved structures, tools and resources to maintain the water and sanitation infrastructures during emergencies.
With the ADC contribution of 500,000 Euros, the ICRC will be in a position, for example:
- to launch two additional projects with Coastal Municipal Water Utilities to upgrade water networks and repair the water and sanitation infrastructure; or
- to continue supplying electrical equipment (above and underground medium voltage cables) to reconnect households and hospitals to the electrical grid and water supply network;
- or to support partners' contingency planning for emergency preparedness and response. The basis for this request is the ICRC Emergency Appeal for 2015, issued in November 2014 appealing for approx. 50,5 Mio. CHF.
