Contribution to IOM Bosnia and Herzegovina Crisis Response Plan 2021

IOM's overall aim is to safe lives and respond to the needs of refugees and migrants through humanitarian assistance and protection in Bosnia and Herzegovina.
Erwartete Ergebnisse
The overall objective is to support the Government of Bosnia and Herzegovina (BiH) in responding effectively and in line with protection standards to the refugee and migrant situation in the context of increased number of refugees, asylum-seekers and migrants entering the country; improving the capacity for identification, registration, and referral, as well as for reception and accommodation, and strengthening capacities of the border police.
The overall objective will be achieved through five interlinked and mutually reinforcing outcomes:
- Providing for the basic needs of people of concern ensuring access to food and non-food items (Oc. 1);
- Reception, accommodation and centre management (Oc.2);
- Improving the access to protection by enhancing capacity for identification, registration, direct assistance and protection, and referrals to services (Oc. 3);
- Providing access to primary and mental health care (Oc.4);
- Reinforcement of border management and registration capacities of the Service of Foreigners' Affairs and the border police (Oc. 5).
Zielgruppe
Austria's contribution of EUR 1,000,000 will help to reach at least 5,955 migrants and asylum seekers.
Partners include the Red Cross and the NGO Pomozi.ba. The activities to be implemented with funding from ADA aim at supporting migrants and refugees mainly in and outside the reception centers, including Lipa.
Maßnahmen
The focus of the Austrian contribution will cover the construction work and winterization for site Lipa which will contribute to the site being operational for accommodation of minimum of 1,500 migrants and asylum seekers. This will include concrete works of reinforcement of plateaus for placement of accommodation containers, power grid connection, water connection and improvement of secondary electricity and water networks.
Activities will include:
- Procure, distribute and monitor the provision of non food items (NFIs) including gender and age sensitive NFIs to migrants and asylum seekers in and outside reception centers;
- Support reconstruction and operationalization of reception center Lipa;
- Contribute to operational staff costs.
Hintergrundinformation
At the end of 2017, BiH started seeing an increase in the number of migrants and refugees to the country. In 2018, authorities detected 24,067 migrant and refugee arrivals, compared to 755 in the whole of 2017. In 2019, 29,124 migrant and refugee arrivals were detected, and the trend continued throughout 2020 where, as most recent available figures of 29 November 2020 show, 15,444 migrant arrivals were registered in BiH. The majority of migrants continue to arrive irregularly, over land, from Serbia and Montenegro. Hence, IOM aims to support BiH in the areas of migration and reception in the context of increasing numbers of migrants and asylum seekers who have been transiting through the country since the end of 2017.
