Contribution to the ICRC Afghanistan Program 2023

The aimed programme goal is that most vulnerable people affected by conflict and/or other situations of violence in Afghanistan are able to meet their basic needs, notably regarding food/nutrition, access to water and sanitation facilities, and access to quality health-care services.

Erwartete Ergebnisse

Result 1: Economic Security - Livelihood related and basic needs gaps (food, etc.) for 136,000 vulnerable people affected by conflict/violence and people deprived of their freedom are reduced;

Result 2: Water and Habitat - Access to safe water and sanitation for 3.7 million individuals (civilian residents, displaced and/or returnees, detainees) established/ secured;

Result 3: Health - Health service provision supported and strengthened in 47 health centers;

Result 4: Medical Care - Basic health-care provision secured in 34 hospitals and 31 physical rehabilitation projects.


Total number of beneficiaries: The programme aims to reach 4,097,257 individuals.

Total number of direct beneficiaries who can be reached by the Austrian contribution is approximately 35,700.

Target regions / Locations: Kandahar; Lashkar Gah; Farah; Herat; Kabul; Khost; Jalalabad; Ghazni; Mazar-e-Sharif; Gulbahar.


- Cash assistance to victims of violence and others with protection-related concerns to resume livelihoods activities and to cover basic needs;

- Training of pregnant or lactating women and mothers of young children in good nutrition and give their families cash;

- Reparation or installment of boreholes, hand pumps and other small-scale water systems in rural or peri-urban areas;

- Provision of electrical companies with spare parts / supplies for operating energy stations;

- Reparation or construction of water and sanitation facilities at primary-health-care facilities; upgrade of irrigation systems, schools and other communal infrastructure and provision of materials for returnees for repairing their shelters.


The scale of fighting in Afghanistan has diminished since the establishment of the government led by the Islamic Emirate of Afghanistan (IEA) in 2021. However, violence persists in some provinces: In Panjshir, for instance, IEA forces are reported to be battling the Islamic State group and the National Resistance Front, and making arrests. The socio-economic situation in Afghanistan remains dire. A UN Security Council resolution adopted in December 2021 exempted humanitarian assistance from the sanctions in place, but the flow of aid into public institutions remains limited. The assets of the central bank are still frozen; financial institutions and businesses are still struggling. Basic services are often disrupted. Health facilities are struggling to acquire medical supplies and cover staff salaries and operating costs. Food, fuel and other essential goods are scarce and expensive. Commodity prices have risen even higher, as the international armed conflict between the Russian Federation and Ukraine has driven up the prices of goods globally. Afghanistan continues to be affected by severe droughts (due to the third consecutive year of drought-like conditions) and floods with humanitarian needs at an all-time high amplified by several strong earthquakes in Zinda Jan district in October 2023.

Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
