Basic needs regarding food/ nutrition, access to water and sanitation facilities, as well as quality health-care services of vulnerable Syrian and Lebanese people affected by conflict and/or other situations of violence in Lebanon, are covered.

Erwartete Ergebnisse

The ICRC aims to achieve the following main targets per Assistance sub-programme for 2019:

- Dietary needs, access to safe water supply, sanitation facilities and other basic needs gap for 114,766 vulnerable people (Syrian refugees, Palestinian refugees and Lebanese resident communities hosting refugees) reduced

- Access to health and psychosocial services for 16,250 people fled from Syria to Lebanon, host communities, and victims of sexual violence who are not assisted by other organizations, enhanced

Zielgruppe

With Austria’s contribution of EUR 500.000, supporting an estimated total of 14,507 beneficiaries and focusing on ICRC’s assistance program, the ICRC will be able to reach the following results:

- Dietary and other basic needs situation of 1,799 vulnerable people improved

- Access to safe water, sanitation and housing for 12,708 people restored/ensured

The ICRC works closely with the Lebanese Red Cross and implements this program in areas around Beirut, Tripoli, Tyr and Zahle.

Maßnahmen

Activities include:

- Provide 1,775 vulnerable households cash to cover some of their living expenses for six months,

- Provide livelihood support for up to 1,475 households, including cash grants for starting small businesses or supplies for farming or raising livestock

- Facilitate access to livelihood training for people returning to Syria

- Upgrade water, sanitation and electrical systems in Palestinian camps and communities hosting Syrian refugees, to benefit up to 111,700 people

- Conduct information sessions for around 3,000 Syrian and Palestinian refugees on good hygiene and proper disposal of waste

- Provide technical support for the pertinent personnel to develop their ability to maintain public water and power facilities

Hintergrundinformation

The ICRC has been present in Lebanon since the 1967 Arab–Israeli war. With the Lebanese Red Cross, it works to protect and assist civilians affected by armed conflict and other situations of violence. It facilitates access to water and provides medical care and other relief to refugees and residents wounded in Lebanon or in the neighbouring Syrian Arab Republic. It visits detainees; offers family-links services, notably to foreign detainees and refugees; works with those concerned to address the plight of the families of the missing.

Lebanon continues to be affected by the armed conflict in Syria. There are roughly 1.5 million refugees from Syria living in Lebanese host communities in informal settlements, enduring dire living conditions and mounting anti-refugee sentiment throughout Lebanon. Security operations are conducted in violence-prone areas, and usually lead to arrest. The Lebanese health system is largely privatized and expensive; refugees and destitute residents cannot afford hospital care and physical rehabilitation services. Many hospitals across the country, especially in Arsal and the Bekaa valley, struggle to respond to mas-casualty situations. Medical services in Palestinian camps are inadequate.
