Projektziel


The overall goal of the programme is to protect people in line with International Humanitarian Law (IHL), help them cope with effects of violence as well as provide health care, water, livelihood support and other assistance to conflict affected individuals and communities.


Erwartete Ergebnisse


The ICRC aims to achieve the following results per assistance sub-programme for the year 2021:

• Food consumption of 118,150 people is ensured for up to three months and food production of 176,000 people maintained/increased;

• Living conditions improved of 32,000 people;

• Income generating activities started by 2,400 people supported by project;

• Capacity of community animal-health workers built, benefitting 16,150 people;

• Safe potable water provided for 49,500 people;

• Food consumption of 2,500 detainees improved;

• Living conditions of 2,500 detainees improved;

• Safe potable water provided for 4,160 detainees;

• Capacity and stocks of medical equipment increased in 44 health centers.


Zielgruppe


Overall target of the ICRC operation are 403,360 people and 44 health centers


Target of the Austrian contribution will be 70,500 people (indicative):

• 70,500 beneficiaries covered with economic security activities: The number of displaced people in the country remains high, with people still requiring basic assistance. The Austrian contribution could therefore be used to cover lifesaving food-provision for 63,000 people for three months.

• Additionally, 1,500 households / 7,500 people could be provided with cash- or in-kind distributions covering basic household items (e.g. matrasses, blankets, mosquito-nets, kitchen sets, etc.). The modality will be decided on the general availability of the items on the market as well as safety and security / logistics considerations.


Maßnahmen


The ICRC plans to undertake the following activities under the Austrian contribution:

• Distribute food to up to IDP and refugee households on a monthly basis for three months;

• Assess potential for CVA in the Burkina Faso context and decide means of distribution based on availability of items on markets and under consideration of logistical and safety/security factors;

• Provide households (prioritising esp. vulnerable households s.a. female headed) with basic household items, mainly provided in-kind but also in the form of cash where possible.


Hintergrundinformation


The situation in Burkina Faso remains extremely challenging, with the civil population facing increased hardships. Therefore, the ICRC has almost doubled its efforts in terms of funding and activities in 2021 from the year before. Burkina Faso’s military and security forces continued to fight armed groups in the country and neighbouring regions. This has also led to arrests in relation to the hostilities. Clashes and attacks intensified in the northern and eastern regions, causing casualties among civilians and resulting in an increased number of IDPs, now totaling 1.3 Mio. people. Basic goods and services were mostly inaccessible to displaced people. The resources of resident communities are under immense strain, food is scarce as agriculture is disrupted by fighting and climate change. The latter has caused floods and drought. Meanwhile, many health-facilities were unable to function because of the violence as authorities worked to contain the spread of Covid-19.
