Projektziel


In line with the 12th Five Year Plan and the Justice Sector Strategic Plan 2018–2023 (JSSP) of the Royal Government of Bhutan (RGoB), the overall objective of the programme is to contribute towards a just, harmonious and sustainable society and to provide more accessible, inclusive, accountable, responsive and quality justice services.


The programme is structured along three outcomes:

Outcome 1: Justice service providers are competent and motivated; Outcome 2: Justice services are accessible and inclusive;

Outcome 3: Infrastructure is adequate to deliver justice services more efficiently

 


Erwartete Ergebnisse


At national level, the following results are expected:

(1) Public satisfaction in justice services increases from 68% (2017) to 76% in 2023;

(2) Prevalence of violence against women and girls decreases under 6% by 2023;

(3) Bhutan’s Corruption Perception Index improves from 68/100 in 2018 to 69/100 in 2023.


At project level, following outputs are expected:

At least 80 judges and justice sector officials will have better understanding and capacities in specialised areas such as family law, women rights, victim protection as well as environmental and commercial law.


At least 120 prosecutors and officials from the Office of the Attorney General and the police will have strengthened practical and theoretical skills in areas such as rendering legal advice, drafting of legislation, international law, human rights (focus on women and children rights), cybercrime, financial crime, anti-terrorism and general management and planning.


At least 600 officials working in the justice sector and 910 facilitators of Early Childhood Care and Development Centres will have received specific training on ethics and integrity management.


At least 30 officials of the Anti-Corruption Commission will have better practical and theoretical skills in fighting corruption and public prosecution thereof.


The two key institutions in charge of pre- and in-service training in the justice sector, the Bhutan National Legal Institute and the Jigme Singye Wangchuck School of Law, will have strengthened capacities in the areas of pedagogy, research and knowledge transfer.


To promote exchange of knowledge and networking, at least 5 institutional partnerships with other institutions in the justice sector in the region and in Austria will be established or further strengthened.


One district court in Paro will be built, which will cater to the approximately 46,300 inhabitants of the district.


One fully-equipped forensic laboratory with trained staff will be set up in Thimphu which will provide timely and reliable analysis including DNA for criminal justice procedures.


Zielgruppe


The direct target group of planned training and capacity development activities are the 945 officials working in the justice sector and 910 facilitators of the Early Childhood Care and Development Centres.


Throughout the implementation of the project it is expected that approximately 30,000 people (8,000 per year) will benefit from improved services in the justice sector.


Maßnahmen


Key activities under the programme include:

Strengthen capacity of and promote exchange of knowledge and expertise among justice sector officials through targeted training and institutional linkages.


Training of 600 local government officials on mediation and alternative dispute resolution.


Strengthen the legal aid system of the Bar Council through developing a sustainable revenue system and standard operating procedure for pro bono legal aid services.


Construction of an accessible, energy efficient and earthquake-safe district court which is adapted to the special needs of children and victims of gender-based violence.


Set up of a fully-equipped forensic laboratory and adequate training of staff to use and maintain instruments.


Hintergrundinformation


The programme supports the implementation of the JSSP with EUR 4.5 mil. This amounts to approximately 9% of the planned expenses for the justice sector between 2019 and 2023.

  • Modalität: definiert die Art der Hilfe (z.B: Sektorbudgethilfe, Kernbeiträge an multilaterale Institutionen, Projekthilfe, Technische Assistenz (personelle Hilfe), Bildungsarbeit im Inland, etc.)
  • Sektor: bezeichnet den wirtschaftlichen oder sozialen Sektor des Partnerlandes, welcher mit dem Projekt/Programm unterstützt wird.
  • Tied/Untied: Ungebundene (untied) Hilfe ermöglicht dem Projektpartner im Entwicklungsland - unter Befolgung der lokalen Beschaffungsregeln - freie Entscheidung über die Herkunftsländer im Zuge der Beschaffung von Dienstleistungen und Waren. Gebundene (tied) Hilfe verknüpft die Hilfsleistung auf die Beschaffung aus dem Geberland oder aus einem eingeschränkten Kreis von Ländern.
