Contribution to the Regional Office for the Caucasus and Central Asia (ROCCA) in support to OCHA operations in Ukraine

In June 2014, OCHA established its presence in Ukraine in response to the significant deterioration in the situation in Ukraine and in view of the likelihood that humanitarian needs would continue to increase due to ongoing violence. With the conflict intensifying, it is estimated that 5 million people are in need of humanitarian assistance. For its response to the crisis, OCHA is appealing for a six-month operational budget of $ 1,685,702, which may be adjusted upwards during the course of 2015, to support 5 million people estimated to be in need of humanitarian assistance.
Austria’s contribution of EUR 250.000 (US $ 269,068) would enable OCHA to increase its activities and presence in Ukraine, including the deployment of 26 staff located in its headquarters in Kiev and five filed offices in eastern Ukraine (Dnipropetrovsk, Donetsk, Kharkiv, Luhansk, and Mariupol), which includes the non-governmental controlled territories in Donetsk and Luhansk. The Austrian contribution) would represent 16% of the financing required for six months to recruit and deploy international and national staff; rent offices; and procure vehicles, communications equipment and other necessary material goods in support of the following activities, in addition to general coordination functions:
• Collation and management of information on the humanitarian situation to support/inform the humanitarian response on key protection indicators.
• Production of information management tools and services such as a 3W database, contact lists, meeting schedules, maps, and situation reports.
• Advocacy to raise awareness of humanitarian needs in Ukraine and inform a more effective response, including the dissemination of information and analysis to stakeholders including the Ukrainian Government, the humanitarian community and affected communities.
